{"id":26647,"date":"2020-03-19T15:45:16","date_gmt":"2020-03-19T15:45:16","guid":{"rendered":"https:\/\/dev.mtelehealth.com\/?p=26647"},"modified":"2020-03-19T15:45:16","modified_gmt":"2020-03-19T15:45:16","slug":"bipartisan-bills-in-house-senate-seek-to-increase-telehealth-in-nursing-homes","status":"publish","type":"post","link":"https:\/\/drmiltie.com\/at-home-testing\/bipartisan-bills-in-house-senate-seek-to-increase-telehealth-in-nursing-homes\/","title":{"rendered":"Bipartisan bills in House, Senate seek to increase telehealth in nursing homes"},"content":{"rendered":"\n<p>The Reducing Unnecessary Senior Hospitalizations (RUSH) Act\nof 2020, bipartisan legislation introduced in both the House and Senate, aims\nto enable more widespread use of telehealth in skilled nursing facilities.<\/p>\n\n\n\n<p><strong>WHY IT MATTERS<\/strong><\/p>\n\n\n\n<p>The RUSH Act \u2013 introduced in companion bills from Sens. John\nThune, R-South Dakota,&nbsp;and Ben Cardin, D-Maryland, and from&nbsp;Reps.\nAdrian Smith, R-Nebraska, and Ann Kuster, D-New Hampshire \u2013 would allow Medicare\nto enter into voluntary, value-based arrangements with medical groups to\nprovide acute care to patients in skilled nursing facilities using a\ncombination of telehealth and on-site staff.<\/p>\n\n\n\n<p>The aim, say the bills&#8217; sponsors, is to enable better care coordination\nand avoid more costly patient transfer to hospital emergency departments.<\/p>\n\n\n\n<p>If the model generates savings, they would be shared between\nthe medical group and the skilled nursing facility, according to the\nlegislation. Skilled nursing facilities with a star rating of less than three\nwould be eligible to participate in the model, but would not be eligible for\nshared savings until they successfully achieve a three-star rating.<\/p>\n\n\n\n<p>Facilities in the Medicare Special Focus Facility program\nwould be ineligible to participate; if the program is shown not to save money\nover time, Medicare would be required to end it.<\/p>\n\n\n\n<p><strong>THE LARGER TREND<\/strong><\/p>\n\n\n\n<p>The critical value of telehealth is evident as the\ncoronavirus spreads worldwide. Earlier this month,&nbsp;<a href=\"https:\/\/www.healthcareitnews.com\/news\/covid-19-ata-himss-others-want-waivers-medicare-telehealth-restrictions\" target=\"_blank\" rel=\"noreferrer noopener\">after urging from the American\nTelemedicine Association, HIMSS and other groups<\/a>, Congress voted\nto&nbsp;<a href=\"https:\/\/www.healthcareitnews.com\/news\/congress-waives-telehealth-restrictions-coronavirus-screening\" target=\"_blank\" rel=\"noreferrer noopener\">waive some restrictions for Medicare\ntelehealth coverage<\/a>&nbsp;as part of its new COVID-19 supplemental\nfunding package. As hospitals prepare themselves to be overwhelmed by a surge\nof new coronavirus cases, any technology enabling remote care can help.<\/p>\n\n\n\n<p><strong>THE LARGER TREND<\/strong><\/p>\n\n\n\n<p>&#8220;Greater use of telehealth in skilled nursing\nfacilities will benefit patients and doctors, reducing expensive and\nunnecessary hospital visits,\u201d said Sen. Cardin. \u201cI\u2019m proud to be a partner on\nthe bipartisan RUSH Act that will continue to increase the availability of\ntelehealth through Medicare and help deliver better health outcomes across the\ncountry.\u201d<\/p>\n\n\n\n<p>&#8220;The RUSH Act brings needed innovation to Medicare,\nlifts burdensome regulations, and will ultimately benefit patients,\u201d said Rep.\nSmith. \u201cThis legislation builds on new technologies and improved connectivity\nto use telehealth in skilled nursing facilities, allowing patients to be\ntreated in place rather than transferring them to a hospital.
