Telehealth \u2014 sometimes referred to as telemedicine \u2014 describes the use of 2-way communication technology for certain health care services.<\/p>\n\n\n\n<p>We encourage health care providers to adopt and use telehealth as a way to safely provide care to your patients in appropriate situations, including: routine health care, like wellness visits; medication consultation; dermatology (skin care); eye exams; nutrition counseling; mental health counseling.<\/p>\n\n\n\n<p>Visit&nbsp;<a href=\"https:\/\/telehealth.hhs.gov\/\">telehealth.hhs.gov<\/a>&nbsp;for helpful information about telehealth for patients and health care providers.<\/p>\n\n\n\n<figure><iframe loading=\"lazy\" allowfullscreen=\"\" height=\"315\" src=\"https:\/\/www.youtube.com\/embed\/H0sfb5qiBxs?rel=0&amp;enablejsapi=1&amp;origin=https%3A%2F%2Fwww.hhs.gov&amp;html5=1\" width=\"560\"><\/iframe><\/figure>\n\n\n\n<p>&gt;&gt;<a href=\"https:\/\/www.youtube.com\/embed\/H0sfb5qiBxs?rel=0\">&nbsp;Watch the video<\/a>&nbsp;<a href=\"https:\/\/www.hhs.gov\/disclaimer.html\"><\/a><\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"hipaa\">HIPAA flexibility during COVID-19<\/h2>\n\n\n\n<p>The HHS&nbsp;<a href=\"https:\/\/www.hhs.gov\/hipaa\/for-professionals\/special-topics\/hipaa-covid19\/index.html\">Office for Civil Rights (OCR)<\/a>&nbsp;has issued guidance to empower health care providers to serve patients through telehealth during the national public health emergency.<\/p>\n\n\n\n<p>HIPAA-covered health care providers may, in good faith, provide telehealth services to patients using remote communication technologies, such as commonly used apps \u2013 including FaceTime, Facebook Messenger, Google Hangouts, Zoom, or Skype \u2013 for telehealth services, even if the application does not fully comply with HIPAA rules.<\/p>\n\n\n\n<p>However, providers should not use any platforms that are public-facing \u2014 for instance, Facebook Live, Twitch, and TikTok \u2014 to provide telehealth.<\/p>\n\n\n\n<p>For more information on HIPAA flexibility for telehealth services during COVID-19, read:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Notification of Enforcement Discretion<\/strong>:&nbsp;<a href=\"https:\/\/www.hhs.gov\/hipaa\/for-professionals\/special-topics\/emergency-preparedness\/notification-enforcement-discretion-telehealth\/index.html\">Telehealth and HIPAA during COVID-19 Emergency<\/a>&nbsp;|&nbsp;<a href=\"https:\/\/www.hhs.gov\/sites\/default\/files\/notificacion-de-discrecion-para-telemedicina.pdf\">Notificaci\u00f3n de discreci\u00f3n para telemedicina&nbsp;&#8211; PDF<\/a><\/li><\/ul>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"waivers\">Telehealth waivers from the Centers for Medicare &amp; Medicaid Services (CMS)<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">Temporary policy changes<\/h3>\n\n\n\n<p>CMS has issued temporary measures to make it easier for people enrolled in Medicare to receive medical care through telehealth services during the COVID-19 Public Health Emergency.<\/p>\n\n\n\n<p>Some of these changes allow providers to:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Conduct telehealth with patients located in their homes and outside of designated rural areas<\/li><li>Practice remote care, even across state lines, through telehealth<\/li><li>Deliver care to both established and new patients through telehealth<\/li><li>Bill for telehealth services (both video and audio-only) as if they were provided in person<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Temporary expansion of services<\/h3>\n\n\n\n<p>During the public health emergency, Federally Qualified Health Centers (FQHCs) and Rural Health Clinics (RHCs) may serve as distant telehealth sites and provide telehealth services to patients in their homes.<\/p>\n\n\n\n<p>CMS significantly expanded the&nbsp;<a href=\"https:\/\/www.cms.gov\/Medicare\/Medicare-General-Information\/Telehealth\/Telehealth-Codes\">list of covered telehealth services<\/a>&nbsp;that can be provided in Medicare through telehealth to include:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Emergency department visits<\/li><li>Initial nursing facility and discharge visits<\/li><li>Home visits<\/li><li>Therapy services<\/li><\/ul>\n\n\n\n<p>For more information about changes to CMS policies during COVID-19, read:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Fact Sheet<\/strong>:&nbsp;<a href=\"https:\/\/www.cms.gov\/newsroom\/fact-sheets\/medicare-telemedicine-health-care-provider-fact-sheet\">Medicare and Telemedicine for Health Care Providers during COVID-19<\/a><\/li><li><strong>Fact Sheet<\/strong>:&nbsp;<a href=\"https:\/\/www.cms.gov\/files\/document\/covid19-emergency-declaration-health-care-providers-fact-sheet.pdf\">COVID-19 Emergency Declaration Blanket Waivers for Health Care Providers&nbsp;&#8211;
